Prepared versus unprepared: the recovery gap
Disasters can leave small businesses facing a long gap between the first loss and the ability to reopen. Resilience Council reports and external evidence point to the value of preparation—and to the need for recovery systems that work for very small firms.
What happened
A UNDRR report on small-business resilience summarizes evidence on disaster losses and preparedness, including a Japan METI survey comparing sales recovery among prepared and unprepared SMEs.
- UNDRR reports that SMEs bear about 75% of business disaster losses, and that disaster risk reduction can reduce losses by up to a third.
- A Japan METI survey summarized in the UNDRR report found that 8% of prepared SMEs had not recovered sales, compared with 19% of unprepared SMEs.
- The evidence describes a difference between groups; it does not establish that preparation alone explains the difference in recovery.
What it means for small businesses
A business can be exposed to serious disruption even when it has few employees or operates from a single location.
Preparation is relevant, but owners also need practical access to timely claims decisions, short-term funding and continuity support.
The Reseated figures show reports from many countries and business sizes, while also underscoring that the reported cases are not a measure of disaster risk in each country.
